Al-Wefaq National Islamic Society, sometimes shortened to simply Al-Wefaq, is a Shi'a Bahraini political party operating clandestinely after being ordered by the highest court in Bahrain to be dissolved and liquidated. Although from 2006 to 2011 it was by far the single largest party in the Bahraini legislature, with 18 representatives in the 40-member Bahraini parliament, it was often outvoted by coalition blocs of opposition Sunni parties and independent MPs reflecting gerrymandering of electoral districts. On 27 February 2011, the 18 Al-Wefaq members of parliament submitted letters of resignation to protest regime violence against pro-reform Bahraini protestors.

The officers of the Mabahith have delegated powers to investigate, survey, and detain individuals who are deemed to be "threats to national security". The Mabahith has conducted a wide variety of security operations that have led to the arrest of high profile terrorists, and opposition members that caused internal unrest. Officially, the Mabahith are to turn over arrested individuals to the Saudi courts for sentencing. The Mabahith have been used by the government of Saudi Arabia to monitor political opposition and individuals they deem to be threatening to Saudi society. The organization has been criticized by the United Nations, Amnesty International, and Human Rights Watch.

There was general agreement on the need to unite all the voices calling for change within a National Assembly. Mohamed ElBaradei is in-charge of the National Association for Change. The movement aims for general reforms in the political scene and achieving some of those procedures and guarantees necessitates the amendment of articles 76, 77, and 88 of the constitution as soon as possible. Worth mentioning is that the banned political group the Muslim Brotherhood were represented by one of their key figures who attended the meeting however their stand in accepting a non-member of their group as a candidate is yet unclear. It is also unknown whether Amr Moussa the head of the Arab League who met with Elbaradei a day earlier will be part of the new movement. The goal of the group is to bring about political reform based on democracy and social justice.

The NCC initially had several Kurdish political parties as members, but all except for the Democratic Union Party left in October 2011 to join the Kurdish National Council. On 18 February, most of the party co-founders were arrested by Saudi authorities. All except for Sheikh Abd al-ʽAziz al-Wuhaibi were released later in 2011, subject to travel and teaching bans, after agreeing in writing not to carry out "anti-government activity".
