The Order of the Liberator General San Martin is the highest decoration in Argentina. It is awarded to foreign politicians or military, deemed worthy of the highest recognition from Argentina. It is granted by the sitting President of Argentina.

He was born in Manhattan Beach, California, and worked as the National Finance Director for House Democratic Leader Richard Gephardt for nine years. He was a fundraiser for Obama's 2012 re-election campaign and was nominated as Ambassador to Argentina in 2013, which was met with criticism. His appointment was filibustered by Senate Republicans, which was overcome by Senate Democrats. He resigned from office with a letter to the President on December 7, 2016, and left office as Ambassador on January 20, 2017.

Michel François Platini is a French football administrator and former player and manager. As the president of UEFA in 2015 he was banned from involvement in football under FIFA's organisation, over ethics violations. The ban will last until 2023. Regarded as one of the greatest footballers of all time, Platini won the Ballon d'Or three times, in 1983, 1984 and 1985, and came seventh in the FIFA Player of the Century vote. In recognition of his achievements, he was named a Chevalier of the Légion d'honneur in 1985 and became an Officier in 1998.

Joaquín Ruiz-Giménez Cortés was a Spanish politician and jurist. He was minister of Education under Franco (1951-1955) but he drifted apart from the Francoist State since 1956 and, adopting a Christian Democrat position, steadily started to promote a quiet transition to democracy, especially through Cuadernos para el Diálogo magazine. He was considered one of the most relevant figures of the moderate inner opposition to Francoism. Failing to play a relevant role during the 1977 democratic elections, he was later elected as the first Spanish Ombudsman.

Bertram Schmiterlöw’s artistry extends through more than five decades and is characterized by figurative, expressive and colorist works where light and surface jointly create the setting. The themes are often of a desolate, dreamy atmosphere where people are portrayed more as staffage figures rather than as the primary subject matter of the work. His works include human depictions and natural scenes from Sweden and the Mediterranean countries. Schmiterlöw also painted portraits of many important members of the Swedish and Argentine trade, industry and government institutions. In addition he was commissioned to do the portraits of many politicians, royal family members and cultural celebrities in Sweden. Schmiterlow had his artistic training at Otte Skölds art school but left Sweden for Europe and Argentina in his early years. His artistry is inspired by Edward Hopper, Giorgio Morandi, Pedro Figari among others. He is the halfbrother of actress Vera Schmiterlöw. In 1974 he was decorated with the Royal Order of Vasa and in August 2001 with the Order of the Liberator General San Martín.
