Armen Razmiki Darbinyan is an Armenian politician who served as Prime Minister of Armenia from 1998 to 1999. In 1986, he received an honors degree at the Department of Economy, Moscow State University. In 1989, Darbinyan completed a post-graduate course at Moscow State University. In 1994, he was appointed First Vice-Chairman of the Central Bank of Armenia. In 1997 Darbinyan was appointed Armenian Minister of Finance. On April 10, 1998, he was appointed Armenian Prime Minister until June 11, 1999. Since 2001, Armen Darbinyan has been rector of Russian-Armenian State University.

Artashes Enfiajyan was an Armenian politician who served as Minister of Finance of the First Republic of Armenia from 1918 to 1919 and from 1919 to 1920.

Vache Vazgeni Gabrielyan is the Dean of the College of Business and Economics at the American University of Armenia. Previously, he served as the Deputy Prime Minister of Armenia and the Minister for International Economic Integration and Reforms from 2014-2018. Vache Gabrielyan started his career in public service in 1990 as a staff member in the Armenian Parliament. After completion of his studies in the United States, he held various positions in the Central Bank of Armenia, where from 2008 to 2010 he acted as the Vice-Governor. For the succeeding three years (2010-2013) he headed the Ministry of Finance of Armenia. As the Minister of Finance of Armenia, Gabrielyan initiated a number of reforms and contributed to fostering relationships with international institutions, particularly in his position as the country Governor for the International Monetary Fund.

Hambardzum Manvel Terteryan was born in 1884. He got a Law Degree, was the leader of the ARF in Nor Nakhichevan. He has been a member of the National Assembly of Armenia since June 1919. In the summer of 1920, Terteryan participated in Armenian-Russian negotiations held in Moscow and Yerevan. From November 24 to December 2, 1920 he occupied the positions of the Minister of Finance of the Republic of Armenia, and the acting Minister of Reconstruction and Public Assistance.
