The Battle of the Kodori Valley was a military operation during the Russo-Georgian War in the Upper Kodori Valley of Abkhazia, a breakaway region of Georgia. It was the only part of Abkhazia under Georgian control before this military conflict. On 9 August 2008, the Abkhaz military, with support by Russian forces, launched an operation to remove the remaining Georgian troops from the disputed gorge. After three days, the Georgian military left the Upper Kodori Valley.

The Georgia Sustainment and Stability Operations Program (GSSOP) was a security assistance program designed to create an increased capability in the Georgian military to support Operation Iraqi Freedom stability missions. Launched in January 2005, GSSOP was also designed to help solidify the progress made during the Georgia Train and Equip Program (GTEP) of 2002–2004 and continue to assist in the implementation of western standards in the Georgian armed forces.

Abkhazia and South Ossetia are disputed territories in the Caucasus. The central government of Georgia considers the republics under military occupation by Russia. They are both partially recognised as independent states by Russia, Venezuela, Nicaragua, Nauru and Syria, while Vanuatu recognises only Abkhazia but not South Ossetia. Russia's initial recognition of the independence of Abkhazia and South Ossetia occurred in the aftermath of the Russo-Georgian War in 2008.

Georgia joined the Iraq war as part of the United States-led coalition in August 2003. By 2008, Georgia had deployed 2,300 troops in Iraq, becoming the third largest contributor to the coalition forces in the Iraq War. In addition, the country provided a battalion of approximately 550 troops to the United Nations Assistance Mission in Iraq. All Georgian troops were withdrawn from Iraq amid the Russia–Georgia war in August 2008. Georgia suffered five fatal casualties in Iraq.

Parliamentary elections were held in Georgia on May 21, 2008. President Mikheil Saakashvili proposed a referendum on bringing them forward from October to April after the 2007 Georgian demonstrations. The referendum was held at the same time as the early presidential election on 5 January 2008; according to exit polls, voters were largely in favour of having the elections in spring.

A double referendum was held in Georgia on 5 January 2008 alongside presidential elections. One question was a binding referendum on whether to bring forward the 2008 parliamentary elections from October to April/May. The second was a non-binding advisory referendum on joining NATO. Both proposals were approved with over 75% in favour. Parliamentary elections were subsequently held on 21 May.

The fighting took place in the strategically important Transcaucasia region. It was regarded as the first European war of the 21st century.
