White served as a Captain in the West Virginia National Guard during the Spanish–American War and as a Lieutenant Colonel in the United States Army Judge Advocate General's Corps during World War I. White was a member of the City Council and Board of Affairs of Charleston, West Virginia from 1907 to 1911, and frequently served as the city's mayor pro tempore. WHershel Woodrow "Woody" Williams is a retired United States Marine Corps warrant officer and United States Department of Veterans Affairs veterans service representative who received the United States military's highest decoration for valor—the Medal of Honor—for heroism above and beyond the call of duty during the Battle of Iwo Jima in World War II. He and Charles H. Coolidge are the only living Medal of Honor recipients from that war.
