Between the 1870s and 1910s, the Austro-Hungarian Navy built a series of cruisers of various types, including small torpedo cruisers, protected cruisers, fast scout cruisers and large armored cruisers. The first modern cruisers were the three Zara class begun in the late 1870s; a fourth vessel, Lussin, followed in the early 1880s. These ships proved to be unsatisfactory in service, and so to gain experience building effective vessels, the Navy ordered the two Panther-class cruisers from Britain. These were used as the basis for the domestically-built Tiger. Toward the end of the 1880s, the Navy shifted from building small torpedo cruisers to larger protected and armored cruisers, the first of which were the two Kaiser Franz Joseph I-class cruisers. These provided the basis for the armored cruisers Kaiserin und Königin Maria Theresia, Kaiser Karl VI, and Sankt Georg, built between 1891 and 1905.

Between the 1860s and the 1880s, the Austro-Hungarian Navy acquired a fleet of seventeen ironclad warships, including broadside ironclads, central battery ships and barbette ships. The first generation of ships, the seven broadside ironclads of the Drache, Kaiser Max and Erzherzog Ferdinand Max classes, formed the core of the Austrian fleet that was involved in an ironclad arms race with Italy in the 1860s and defeated the Italian Regia Marina at the Battle of Lissa in July 1866. The Austrian commander, Wilhelm von Tegetthoff, used ramming tactics to win the battle, which influenced the second generation of ironclads that he ordered in the late 1860s and early 1870s. These ships—Lissa, Custoza, Erzherzog Albrecht and the rebuilt ship of the line Kaiser—were central battery ships; this placed an emphasis on end-on fire capabilities, a necessity for ramming attacks since broadside guns could not be brought to bear when ramming.

The Austro-Hungarian Navy built a series of battleships between the early 1900s and 1917. To defend its Adriatic coast in wartime, Austria-Hungary had previously built a series of smaller ironclad warships, including coastal defense ships, and armored cruisers. The appointment of Admiral Hermann von Spaun to the post of State Secretary of the Navy in 1897 accelerated naval construction and under the command of Franz Joseph I of Austria, the k.u.k. Kriegsmarine began a program of naval expansion at the beginning of the 20th century. The navy immediately pushed for the construction of the three Habsburg-class battleships.
