Including many revived characters from previous entries, the game is considered to be a spin-off out of the original chronicles.

In each country there are three tracks to race on. The term C3 Racing stands for three C's; Car Constructors Championship. The game was released in the UK as Max Power Racing as a tie-in to the Max Power magazine. In North America, the game was released as TNN Motorsports Hardcore TR, which featured different cars, but with the similar tracks and menus.

In the game, players are challenged to pimp out their friends' cars by Xzibit, transforming something old and rusty into something worthy of displaying on the streets. During its release, it was meant to compete against is similar to Grand Theft Auto clone, Need For Speed: Underground 2, the sequel to the critically acclaimed first game released in 2003, and Grand Theft Auto: Vice City, released in 2002.

The game includes more than 40 cars including Ferraris and the Bugatti Veyron and Aston Martin DBR9 and 22 tracks including the Nürburgring and the Silverstone Circuit. The game was re-released with an improved game engine under the title Absolute Supercars in 2012.
