Most Icelandic municipalities consist of several cities or towns. For example, four localities can all be found in the municipality of Árborg.

Iceland was historically divided into 23 counties, sýslur and 23 independent towns, kaupstaðir. Iceland is now split up between 24 sýslumenn (magistrates) that are the highest authority over the local police and carry out administrative functions such as declaring bankruptcy and marrying people outside of the church. The jurisdictions of these magistrates often follow the lines of the historical counties but not always. When speaking of these new "administrative" counties the custom is to associate them with the county seats rather than using the names of the traditional counties, even when they cover the same area.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Sites are places of importance to cultural or natural heritage as described in the UNESCO World Heritage Convention, established in 1972. Iceland accepted the convention on 19 December 1995, making its natural and cultural sites eligible for inclusion on the list.

The municipalities of Iceland are local administrative areas in Iceland that provide a number of services to their inhabitants such as kindergartens, elementary schools, waste management, social services, public housing, public transportation, services to senior citizens and handicapped people. They also govern zoning and can voluntarily take on additional functions if they have the budget for it. The autonomy of municipalities over their own matters is guaranteed by the Icelandic constitution.

This is a list of municipalities in Iceland having standing links to local communities in other countries. In most cases, the association, especially when formalised by local government, is known as "town twinning" and in Icelandic as "vinabæir" and "vinaborgir" referring to friendship between the municipalities. While most of the places included are towns, the list also comprises villages, cities, districts, counties, etc. with similar links.
